Your Next ERP Is a Governance Decision, Not a Software Purchase

SylogistGov ERP

Five questions council should ask before it signs the next finance system contract.

Most municipal ERP projects are scored like a purchase: a requirements matrix, a price
sheet, a demo. That is the wrong frame. The system you choose will decide how your
council sees its money, how your residents pay you, and how your auditors test you for
the next 10 to 15 years.

In other words, it is a governance decision. And governance decisions deserve harder
questions than “does it have a utility billing module?”

Here is the pattern we see across small and mid-sized Canadian municipalities. Finance
runs on one system. Tax and utilities run on another. Budgets live in spreadsheets. The
online payment page is a third-party add-on. Every month-end, someone reconciles the
gaps by hand. Nothing is broken, exactly. But nothing is connected, and every disconnect
is a place where cost, risk, and staff time leak out.

Five questions that matter more than the feature list

1. Does the system enforce fund accounting, or just allow it?

Public money is restricted
money. A modern municipal ERP should make every transaction carry its fund, and should
catch overspending at the requisition, not in a variance report three months later. If the
vendor’s answer is “you can set that up with a custom report,” keep asking.

2. Is there one version of the numbers?

When tax, utilities and licensing post directly into
the general ledger, Finance and operations look at the same figures. When they don’t,
month-end becomes an export, a spreadsheet and a reconciliation. Ask the vendor to
show, in the demo, how a subledger reconciles to the GL.

3. Can residents serve themselves without you losing control?

Residents expect to
check what they owe and pay online, at any hour. Councils expect that convenience
without losing control of the records. The right portal does both: self-service for the
resident, with staff still in charge of the system of record.

4. Where does your data live, and who audits the platform?

“In the cloud” is not an
answer. Ask where your data is hosted, how residency and processing are handled, and
which independent audits cover the infrastructure. Then ask what the vendor is certified
for itself, separately from its cloud provider. The two are often blurred in proposals.

5. Who will still be supporting this in year ten?

A municipal ERP outlives most councils.
Platform risk is real: Microsoft has set December 31, 2029 as the end of product support
for Dynamics GP, with security patches ending April 30, 2031. Every organization on a
sunsetting platform faces a forced migration on someone else’s timeline. Choose a
platform with a long runway, and a delivery partner close enough to drive to your office.

How SylogistGov answers those questions

SylogistGov is a municipal ERP on Microsoft Dynamics 365 Business Central, built for
small and mid-sized Canadian municipalities and counties. Here is how it answers each
question, plainly.

Fund accounting is enforced, not optional. Fund is a required dimension on every
transaction, and the system keeps debits equal to credits within each fund. When a
requisition, purchase order or invoice is submitted, it is checked against the budget first.
The amount then becomes a commitment or encumbrance that reduces available budget
before any invoice posts.

Subledgers post to the general ledger. Utility billing transactions post to the Business
Central general ledger, supporting reconciliation. Property tax revenue and receivables
tie back to fund and department dimensions, so Finance can reconcile the tax subledger
to the GL at any time. Approved budgets post to the GL too, so budget-to-actual is a live
report, not a reconciliation project.

Residents get self-service online. The Citizen Portal lets residents see their tax, utility
and other balances in one place, pay online through the bundled SylogistPay gateway, and
opt into paperless billing.

Canadian hosting, on audited infrastructure. SylogistGov offers Canadian-hosted
environments, with data residency and processing requirements reviewed as part of
solution planning. The underlying Microsoft Azure and Dynamics 365 platform is covered
by Microsoft’s independently audited compliance program, including SOC 2 Type II and
ISO 27001.

Delivery is local, through Microsoft partners. SylogistGov is implemented by named
Canadian partners who know Business Central, rather than by a distant vendor services
team. That gives a municipality a partner in its region and a platform on Microsoft’s longterm roadmap.

One honest qualifier belongs in any conversation: PSAB-format statements are built for
each municipality during implementation, not delivered out of the box. We would rather
you hear that from us than from an evaluator in a scoring meeting.

Who SylogistGov is built for

SylogistGov is a strong fit if you are:

  • A small or mid-sized Canadian municipality or county
  • Running finance, tax and utilities on separate systems and tired of reconciling them
  • Comfortable on Microsoft 365, or planning to be
  • Looking for flexibility in what you license: take the full suite at once, or start with what
you need and add taxation, utilities, licensing or the Citizen Portal later, with your
    implementation partner planning the rollout

If that sounds like your municipality, here is where to go next.

Two invitations

If you lead finance or administration at a municipality: take the five questions above into
your next vendor conversation, including ours.

When you are ready to compare answers, our implementation partners work with municipalities across Canada and can walk your team through how SylogistGov would fit your current process.

If you are a Microsoft Business Central partner: municipalities buy for the long haul, and
the system they choose today is the one they will run for a decade. SylogistGov gives you
a purpose-built municipal product on the platform you already sell, with RFP-ready
capability content behind it. And with GP product support ending December 31, 2029,
every GP customer you serve, municipal or not, needs a migration plan.
